National Agriculture and Food Research Organization (NARO) is one of research agencies in Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF). Institute of Crop Science belongs to NARO conducts research on the breeding of rice, wheat, barley, soybean, sweet potato and industrial crops such as sesame, and on the development of new technologies for breeding. Research activities also cover the understanding of basic mechanism of agronomic and physiological traits regarding crop-quality, photosynthesis, and productivity. Institute of Crop Science aims to improve the self-sufficient ratio of Japan through these research efforts.

Institute of Crop Science was originally founded in 1961 as Agricultural Experiment Center affiliated with MAFF, Japan. NARO Institute of Crop Science (NICS) was established as an incorporated administrative agency in 2001. NARO has been promoting 22 research-programs, and the director general of NICS manages the two research-programs for “Breeding of staple crops and development of basic technologies” and “Development of high quality agricultural products”. The former program involves 6 research projects of rice, wheat, barley and soybean. The later program involves 4 research projects of potatoes, sugar cane and miscellaneous cereals. NICS is organized by 3 research divisions of rice, field crop, and wheat and barley. About 70 researchers conduct research at NICS.
