The new NARO will strengthen the collaboration between industry, academia and government to facilitate immediate implementation of research output to society. To achieve this goal, the Agri-Food Business Innovation Center takes the lead in the implementation and drives market oriented research.

Five research centers from Hokkaido to Kyushu will be the hub of regional agricultural research and serve as the frontline in bringing the technology developed by NARO to society. Three institutes are established to emphasize the integration of various areas of research, such as the integration ofgenomics with crop breeding at the Institute of Crop Science, ICT technologies with field farming at the Institute of Agricultural Machinery, and environmental change forecast with countermeasure strategies at the Institute of Agro-Environmental Sciences.

The Center for Seeds and Seedlings will be the core for distribution of seeds and seedlings developed by NARO as well as the registration and protection of plant cultivars in Japan. Furthermore, the Bio-oriented Technology Research Advancement Institution will be in-charge of promoting external research projects through financial assistance.

As Japan's largest organization for agriculture and food research and development, the new NARO will use the networks and integration of each research field, and strengthen cooperation with the Japan International Research Center for Agricultural Sciences (JIRCAS) as well as global collaborations with various international research organizations, in order to pursue leading fundamental and core innovative researches.
